Bioware General Manager Aaryn Flynn has confirmed via Twitter that any multiplayer map packs released for Mass Effect: Andromeda will be released for free.
Aaryn responded to a fan once the question was asked.

Whilst the multiplayer post-launch map packs are free, We’ll likely have to pay for any post-launch story DLC. Mass Effect: Andromeda doesn’t have a season-pass.
Everyone with access to EA Access / Origin Access will have the chance to practice their multiplayer skills for 10 hours from the 16th of March.
The full version of Mass Effect: Andromeda launches on the 21st of March in North America, and the 23rd of March for players in the PAL region.
